Green Deal is proposed to revolutionise the energy efficiency of British properties. It is forecasted to be implemented by Autumn 2012. The framework will enable private firms to offer consumers energy efficiency improvements to homes and businesses and recoup payments through a charge in instalments on the energy bill. This means that consumers can see the reduction in their energy bills and paying for the investment back in the same bill. If they move out of the house the obligation to pay will cease and goes to the next bill-payer/occupier.

The government proposals on Green Deal highlights that it is not a conventional loan because the bill-payer is not liable for the full capital cost of the measures, only the charges due while they are the bill payers. The essence of this deal will be finance by the private sector (private capital).

The Green Deal provider will offer a Green Deal to customers, which enables them to finance work recommended by an accredited adviser and undertaken by an accredited installer. The Government’s proposals are looking at how best to use the accredited, objective advice which is required in advance of the plan to give consumers a wider range of information about steps they can take to improve the sustainability of their homes.

The Green Deal will deliver energy saving packages to millions of homes and business in the UK, the scheme will also provide opportunity to up skill unskilled labour; from assessment and installation.

The Green Deal programme will come to place in autumn 2012, Green Deal is still in phase of consultation and development as well as legislation.
